An officer usually knows exactly what happened on a call. The harder part is getting every fact articulated clearly, objectively, and completely, on the first pass, without someone else to look it over first.
In small departments and solo shifts, there isn't always a second set of eyes available before a report goes to a supervisor, a prosecutor, or a courtroom. That gap, not a dramatic case or a single bad outcome, is the practical problem Report Shield was built to help with.
The whole product rests on one idea: the officer writes the report, and the system reviews what the officer wrote. Results are advisory. The officer decides what changes, if any, belong in the final report. Professional judgment stays with the officer and whichever agency or legal reviewers come after.
